I think in any society when few people feel massive need of screaming individuality, they tend to do things like tattoos to signal “I am different”.
Location of tattoo also signals whether that need is subtle or loud.
As soon as a lot of people will get tattoos it will loose its value of being unique and stop becoming hipster symbol.
As they say, tattoos are permanent proof of temporary insanity.
