I think humans fear death and irrelevance.
So we often seek permanence in some manner to feel that our existence won’t be forgotten and we mattered.
In my view seeking legacy is 50% human arrogance and 50% human insecurity.
Often, people who seek glory and legacy create biggest impact to human society. So, I guess it’s a useful trait and should be promoted if you like human and their progress.
