I believe most human decisions can be seen from lens of
- Values
- Cost benefits analysis
- Path of least resistance
Corruption is likely to be down by people who don’t have strong values about it, don’t fear any cost in terms of shame or punishment for doing corruption, find it as the shortest cut to achieve an objective.
Any societies that’s not good at enforcing good value or law, is naturally likely to become corrupt.
